My Dual Fan Build for PvE Where Winds Meet
I should preface this by stating that I am in no way shape or form an expert in Where Winds Meet DPS builds. I’m just a girl who loves (a man with) a fan and was excited to play a game where I could use a fan for DPS. So, being able to equip double fans in Where Winds Meet has been an absolute treat.
The dual fan build is a ranged DPS/Heal hybrid that focuses on a mix of short burst combos. Double fan is a pretty solid build for both solo and group PvE play. And, though I do stay away from PvP, the few times I had to, my survivability was definitely decent, and I have not lost a fight yet.
At the start of just hitting level 75 without my gear having the full stats I want, I sit at 2.0 Goose Power. So, still pretty decent and I’m not even where I want to be just yet. This is a very easy kit to use to introduce you to the weapons, skills, abilities, and stats in the game.
Panacea Fan
Panacea Fan is one of the two healing, martial arts weapons in Where Winds Meet. It’s a strong multiplayer support weapon that, when used properly, makes PvPers whine about how unfair the healing is when they go up against a Panacea fan user. Its main abilities are:
Cloudburst Healing: CBH is an AOE heal that spawns a translucent clone of you to heal everyone within its radius. Its use generates 20 Dew and when your dew is full, you can trigger its Perception skill, Endless Cloud, which deals burst healing within range of Cloudburst.
Light Dust After Morning Rain: Release a stream of water that applies a 6 second HoT (heal over time) on you or the ally with the lowest health. Its Perception Skill is Resurrection, allowing you to revive the nearest downed ally.
Fourfold Inquiry: This is your Light Attack.
Emerald Dewtouch: A healing ability that restores a small amount of health to yourself, the ally with the lowest health or whoever you have targeted. Each hit restores 3,5, and 12 dewdrops.
Dual Weapon Skill: No, this isn’t just to switch weapons. Panacea Fan’s dual weapon skill heals you and a nearby ally over time.
How to Unlock Panacea Fan
There are three ways to unlock Panacea Fan:

How to Get to the Panacea Fan Sanctum for Skill Theft
To get to Panacea Fan Sanctum, teleport to the Verdant Wilds Wayfarer near the Melodies of Peace Oddities Collector. Just South of the Wayfarer, you will see the cave toward the Bamboo Abode.
To enter, you need the Dragon key, which drops from random outposts or from doing the first level Breakthrough. Use the key at the Loong Dragon Pillar to open the door. Once in, you will need to use Wind Sense to avoid detection by the militiamen.
When the first militiaman turns left, avoid the other militiamen to the front and left to make your way across the room and up the ramp. Or you can take them both out with Touch of Death.
Avoiding the militiaman standing against the wall and the two patrols, hug the wall to go left into the hallway where there is a save point. Go down the stairs to the end where the brazier is.
Avoid these three Militiamen and go into that walkway on the left
Look across the room. You want to get to the ladder to get you up to the Skill Theft area to the right. There’s a militiaman standing there. You can easily Touch of Death on him and the militiamen at the bottom.
Take out the militiaman on the far right and make your way to the ladder on the far left.
Make your way to the ladder and go up. Go up the ramp to your right and you’re there. Use Skill Theft. You can also go for all of the chests there.
Inkwell Fan
The Inkwell Fan is a ranged martial arts weapon with a unique kit.
Emerald Barrier: Knockback nearby targets, creating a barrier that blocks enemy projectiles (except from Bosses), and causes you to jump backward to keep distance between you and approaching enemies. Emerald Barrier also grants Jadebreak, which increases your heavy and light projectile attack damage. You also gain Windrider effect, which enhances your Pursuit Skill.
Peak’s Springless Silence: This move makes you dash forward to lunge at your target to deal two consecutive hits. When you hit a humanoid, they are launched into the air. This also applies Lingering Bone to non-player enemies. Both grant you Windrider.
Forsaken Fame: This is your Light Attack’s Charged Skill, which sends a whirlwind forward dealing moderate damage, but launching your enemies airborne. It also applies Lingering Bone mark.
Moon Shatter Spring: Heavy aerial attack against airborne targets. When you have Windrider effect, you can perform an enhanced five-hit combo.
Glow & Flow: Your heavy attack’s charged skill, which allows you to briefly dash forward to strike enemies with two consecutive attacks.
How to Unlock Inkwell Fan
To unlock the Inkwell Fan, you must use reach the Inkwell Inner Sanctum and use Skill Theft. It helps to have already unlocked Touch of Death, just in case you need to take out a guard or three to make it past.
How to Get to Inkwell Fan Inner Sanctum
Inkwell Fan’s Inner Sanctum is located in a cave just outside of Bodi Sea. You can either make your way to the Wayfarer in Sundara Land (or teleport if you already have it unlocked) and follow the road north, or you can teleport to Floral Expanse Beyond in Bodi Sea and make your way east to the mountain and find the cave.

Like the Panacea Fan Sanctum, you will need a Dragon Key to unlock the Loong Pillar. Once you’ve entered the Sanctum and made your way down the into the cave, you will reach a room filled with militiamen. You will need to navigate your way to the Skill Theft area like before.
Before entering the room, you’ll see two militiamen standing on the right. You can ignore them and hug the left wall. You’ll then come to the room filled with militiamen.
Look over to your right and you’ll see a militiaman standing in front of two tall walls. Wait till he turns then murk him. Go in the room behind him and up the ladder. Careful, two one militiaman is standing to the left and other patrols back and forth. Take them out.
Then, go across the bridge directly in front of where you climbed out of, while the militiaman is facing away. Take him out.
Proceed up the ramp to the right, where the Save spot is, then left to enter the walkway with stairs going down.
Go down and across the room to an exit to lead you to the Skill Theft area. Use the Skill Theft ability and you’re done.
Weapon and Gear Sets
For Weapons, the game recommends the Ivorybloom for Inkwell and Panacea fans. For gear, the game recommends Whirlsnow Gear Set. For the longest, I stuck to the recommended Ivorybloom and Whirlsnow sets. But recently I switched to Ivorybloom w/Eaglerise. Now, I’m slowly building up a Mistwillow set for weapons and will test that out Eaglerise as well. With Ivorybloom + Eaglerise, I’m close to 2.1 Goose Power.
Stat Priority
Like other RPGs, gear has stats that you will need to boost the effectiveness of your damage and healing. The following are the recommended stats for Panacea and Inkwell Fans.
Power, Precision Rate, Max Silkbind Attack, Minimum Physical Attack, Max Physical Attack, Critical Rate, and Agility.
You can tune your gear by using tuning stones and/or gear you do not need. Especially look for gear that, when used as tuning material guarantees the next affix will be gold or higher.
It takes a lot of time and resources to get the gear drops you want and then tune them to roll the right stats. So, be mindful of your resources.

For my main Inkwell Fan / Panacea Fan PVE build is as follows:
Weapon Set: Ivorybloom Set
Gear Set: Whirlsnow
Stat Priority: Min Physical Attack / Max Physical Attack < Crit < Power < Physical Penetration < Agility
Best Inner Way to Use with Dual Fan Combo
Each weapon has a primary Inner Way and secondary Inner Ways.
Flying Gourds is Inkwell Fan’s Inner Way, which grants two charges to Inkewell Fan’s Peak’s Springless Silence.
Thunderous Bloom increases HP damage by 15% when you move more than 12 meters within 3 seconds, triggering the Spring Thunder Effect each time you use a heavy attack, light attack, or light attack charged skill.
Royal Remedy is Panacea Fan’s Inner Way that increases your Sitting Watch Clouds Rise healing clone’s heal over time effect by 10% and restores 3 Dew points and 2 essence points each time. It also applies an additional 6-second HoT after using the Perception Skill, Boundless Cloud.
Esoteric Revival is a Panacea Fan Perception Skill that increases the healing of Panacea Fan’s Perception Skill, Resurrection, by 75%. It also gives a Crit Rate buff of 4.1% depending on your solo mode level.
It could be argued that Thunderous Bloom could be replaced, but I personally like it.
Mystic Skills for Dual Fan Combo
For my primary set of Mystic Skills, I use:
Dragon’s Breath: Drink to get intoxicated to breathe fire with Qi, dealing damage over 2 hits and causing Ignition, fire damage over time for 8 seconds. You also gain 15% damage reduction and Fortitude.
Drunken Poet: Drink to get Intoxicated and unleash up to 5 strikes and inflicts Drunken Haze. Inflicting an enemy with Drunken Haze while he is already inflicted with Ignition triggers an explosion, dealing Physical Attack damage. Intoxicated grands you 30 seconds of 15% damage reduction and Tenacity.
Talon Strike: Swipe the target increasing dash distance breaking their defense and dealing 3 hits. Increases Endurance recovery rate.
Cloud Steps: Stomp on an enemy’s shoulders or knock them down with Tenacity, dealing bonus damage and increasing their damage taken.
Dragon’s Breath + Drunken Poet + Talon Strike are such a fun combo.
Build Management
If you don’t already know, you can save multiple builds and easily switch between them for whatever you’re doing. For example. I have five builds: two main builds, my wandering, dual fan hybrid build, and my healing build, panacea fan and umbrella. The other three, I play around with but do not waste too many resources on.
Saving different builds helps you play around with gear and weapons to help you see what best fits your playstyle and goals in the game. Because I don’t PvP, I like to go for style with substance, living out my C-drama, Jianghu fantasy of being a wandering swordswoman, physician, and scholar—all rolled into one.
Men with fans in historical Chinese dramas have always had my full attention. So, being able to use a fan as a weapon in an RPG is a fantasy almost realized.
